A municipality's investment in crushing and screening rests on a different rationale from commercial quarry operation. The aim is not to sell material but to produce the material for its own road and infrastructure works.

This is a difference that changes the calculation.

The return on the investment is calculated not from sales revenue but from the cost of the material no longer bought from outside. Transport is part of that too: producing the material close to the site shortens the haulage distance.

The reason a mobile plant was chosen is that the work is scattered: for a team working at different points within the municipal boundaries, a movable line is more practical than a fixed installation. Out of season the line can be collected and pulled into a sheltered area; instead of a fixed structure standing idle through the winter, a system that is set up when needed is preferred.
